HARRIS COUNTY, Texas — A 19-year-old man has been arrested after authorities say a woman was sexually assaulted while exercising near a bayou in the Houston area, according to the Office of Harris County Constable Precinct 1 Alan Rosen.
Speaking at a news conference Tuesday, Rosen identified the suspect as Jacoby Fuselier and said he was taken into custody in connection with the attack.
Investigators with Precinct 1 said the woman was walking along White Oak Bayou in the Inwood area around 6:30 p.m. Monday when she was attacked. Authorities said she fought with a man who sexually assaulted her and then tried to drown her.
Rosen said the woman continued struggling and was ultimately able to break free. She ran to her car and flagged down a deputy for help.
After collecting information about the incident, Precinct 1 officials said deputies located Fuselier. Authorities said he had allegedly whistled at another woman while riding a bicycle in the same area.
“He fled initially, but we were able to get him into custody,” Rosen said on Tuesday.
Rosen also said Fuselier is under investigation by other law enforcement agencies. According to the constable, Precinct 1 had previously arrested him for theft of a firearm, a charge for which he was convicted.
The constable urged people using trails to stay alert, remain aware of their surroundings, and use caution while walking or biking.
