Troubled LAX People Mover delayed again

The launch of the new People Mover train at Los Angeles International Airport has been delayed once again, moving from an expected October opening to sometime in January.

The 2.25-mile automated rail system is designed to connect LAX terminals with the economy parking lots, rental car center and the future LAX Metro Transit Center. The project was originally scheduled to begin service in 2023 and is part of a broader transportation program initially valued at $3.3 billion.

Although the train was expected to be finished by December, contractor LAX Integrated Express Solutions disclosed in September that outstanding work could extend beyond that deadline, according to the Los Angeles Times.

Before passenger service can begin, the system must complete 30 consecutive days of successful testing, undergo an independent review and receive an assessment from Los Angeles World Airports. A utility agreement with the city’s Department of Water and Power also remains unfinished.

The contractor identified Jan. 6 as a possible start date, while cautioning that the target is not guaranteed.

“There can be no assurances that achievement of the Passenger Service Availability Date will not be delayed further,” the contractor said in a filing.

Officials say construction is more than 99% complete, but the project has been marked by a contentious legal battle and steep cost increases.

The LAX Automated People Mover, also called SkyLink, broke ground in 2019 with an estimated construction budget of $1.9 billion. Years of delays and contract disputes have since pushed the total price to $3.34 billion, including $1.34 billion in additional payments from the city.

In July 2026, contractor LINXS sued the city over unresolved disputes involving the contract and construction delays. The lawsuit followed an additional $880 million payment to the contractor consortium.

Los Angeles World Airports told the Times that officials will not shorten the testing process to meet a target opening date.

“We will not compromise on these stringent safety protocols, as delivering a system that safely, dependably and durably serves Los Angeles and our upcoming global events is our primary focus,” the agency said in a statement.

If the People Mover begins operating in January, it could face its first major test during the Super Bowl in February at nearby SoFi Stadium. The delayed train has already missed its opportunity to serve travelers attending the World Cup.

Travelers at LAX told KTLA they were not shocked by the latest postponement.

“Like anything with construction, probably there’s going to be more delays,” traveler Robin Metz said.
