A Wisconsin man has been sentenced to more than a decade in prison for fatally striking a pedestrian with his pickup truck and leaving her in the roadway, where a police vehicle hit her again less than a minute later. The victim, Carla Tyson, had cerebral palsy.
Jurors deliberated for less than an hour Thursday before finding David Hall, 49, guilty of hit-and-run resulting in death and felony bail jumping, Milwaukee Fox affiliate WITI reported. The crash happened July 27, 2024, at West North Avenue and North 14th Street. Surveillance footage showed Hall driving east on North Avenue when his truck struck Tyson. The collision severed Tyson’s spinal cord and knocked out the truck’s passenger-side headlight, according to WITI.

Jason Lucious, Tyson’s son, has filed a wrongful-death lawsuit against Hall, the Milwaukee Police Department and the officer driving the squad car, the Journal Sentinel reported. The lawsuit describes Tyson’s death as “wrongful and preventable” and alleges that the squad car driver “[failed] to activate his emergency lights or siren before proceeding through the area where a hazard was, or should have been reasonably discoverable.”
Court records indicate that the civil lawsuit’s scheduling conference is set for Nov. 18. Hall was free on bond in an unrelated drug and gun case when the fatal crash occurred, WITI reported. That case is scheduled for trial in December.
