A Pennsylvania man allegedly concealed himself behind a bush near a Walmart, waiting for his wife to end her shift. Authorities say he then approached her “slowly” and shot her in the parking lot while she was speaking with a co-worker.

Destino Jean-Louis, 23, is charged with first-degree murder and additional offenses in the Oct. 21 killing of Latosha Cooper, 45, outside the Cheltenham Walmart, according to the Montgomery County District Attorney’s Office.

A criminal complaint and probable cause affidavit reviewed by Law&Crime allege that Jean-Louis, who had previously worked at the store, was captured on surveillance footage “pacing” and “lying in wait” near a bush as Cooper left with a female colleague.

The affidavit states that the two women walked together toward their vehicles and stopped to talk in the parking area. The co-worker reportedly told investigators that a masked Black man in a blue-gray, lightweight hooded sweatshirt passed by before “slowly” approaching Cooper and shooting her.

The affidavit further alleges that Cooper and Jean-Louis were in an intimate relationship, but that their “primary goal” was to help Jean-Louis, who is Haitian, obtain immigration status in the United States.

Another Walmart employee reportedly told police that Cooper married Jean-Louis to help him remain in the country. According to the affidavit, the couple experienced domestic problems, and Jean-Louis acknowledged previously “physically assaulting” Cooper because he believed she had disrespected him.

When the employee challenged that behavior, Jean-Louis allegedly responded that disrespect was not accepted in his home country and said he would do it again, the affidavit states.

Several Walmart workers also told investigators that Jean-Louis had been contacting employees and allegedly asking about Cooper’s schedule.

The affidavit says Cooper told co-workers that Jean-Louis was “not willing to do the work” required to support his immigration case. She allegedly ended the relationship, and investigators say Jean-Louis was unhappy that she had separated from him.

During a police interview, Jean-Louis allegedly described the marriage as “difficult” and said, “She f—ed up my life,” after detectives questioned him about the relationship.

Jean-Louis reportedly admitted contacting Walmart employees to determine whether Cooper was working. He allegedly claimed he used the explanation that Cooper owed him money, according to the affidavit.

The affidavit also alleges that Jean-Louis told co-workers he was angry because Cooper had stopped returning his calls, which he said was affecting his immigration process.

Jean-Louis told police that he and Cooper began dating in April 2024. He claimed Cooper had told him, “I could make you get a Green Card,” the affidavit says.

Investigators say cellphone location data placed Jean-Louis near the Walmart when the shooting occurred. When questioned about why his phone was there, he allegedly replied, “I don’t know how.”

An autopsy found that Cooper suffered multiple gunshot wounds. The medical examiner classified the death as a homicide, and police said the recovered bullets were .22 caliber.

Jean-Louis was arrested on Oct. 23 by members of the U.S. Marshals Service Fugitive Task Force at a Philadelphia residence following an immigration investigation. During a subsequent search of the home, detectives allegedly recovered a sandwich bag containing 11 rounds of .22-caliber ammunition.

According to the affidavit, Jean-Louis’ phone records also documented several trips between his Philadelphia home and the Walmart during the weeks before Cooper was killed. In addition to the first-degree murder charge, he faces third-degree murder and related firearms counts.
