Paul Bernardo is indeed still in jail in Millhaven Institution since 2013.
The rapist appealed for parole in 2018 but was denied. However, he again applied it after less than 3 years, but was denied again as no change in his behavior was seen.

Paul is the illegitimate son of Kenneth Bernardo as his mother admitted to him when Paul was 16 years old. Unfortunately, his real father’s name is not revealed.
Kenneth, however, was also not a good man as the father sexually assaulted a girl and was charged with child molestation in 1975.
Bernardo’s mother retreated from family life and stayed in the basement of their home in Scarborough, in eastern Metropolitan Toronto, because of her husband’s abuse.
Meet Paul Bernardo Ex-Wife Karla Homolka
Paul met Karla Homolka in October 1987, and they were sexually drawn to one other almost immediately. She welcomed his sadistic sexual behavior, unlike the other women he knew.
His wife helped him rape his victims, one of which was her own sister, Tammy Homolka.
Bernardo was spending a lot of time with Homolka’s family by 1990, and they liked him. He flirted with Karla’s younger sister Tammy despite the fact that he was engaged to her.
Karla Homolka mixed spaghetti sauce with crushed valium she took from her work at Martindale Animal Clinic, according to Bernardo’s testimony at his trial. She served it to her sister, who passed out shortly afterward.
Bernardo then raped Tammy in front of Karla.
Paul Bernardo Sister: Who Is She And What Happened With Her?
Unfortunately, the name of Paul’s sister is not yet revealed. However, according to Paul’s Wikipedia page, his sister was abused by his father when she was just a child.
On the other hand, Paul did murder his wife’s sister, Tammy Homolka.
Karla wanted to “gift Tammy’s virginity to Bernardo for Christmas,” and Bernardo was upset that he wasn’t Karla’s first sex partner, according to her.
They videotaped themselves rapping Tammy in the basement while her parents were sleeping upstairs. Tammy began to puke; they attempted to resuscitate her and then dialed 911 after concealing evidence, clothing Tammy, and transferring her to her bedroom.
Tammy was reported dead at St. Catharines General Hospital a few hours later after losing consciousness.
