Democrat nepo-baby lands $411k council job over better applicants

Scrutiny is mounting over how the daughter of a former congresswoman secured a $411,000-a-year county post despite reports that three other contenders outperformed her during interviews.

Erica Lee Carter, 46, whose mother was the late Texas Rep. Sheila Jackson Lee, was named Harris County Administrator earlier this year after a fiercely competitive search that drew more than 400 applicants.

The position ranks among the highest-paying public-sector jobs in Harris County, a jurisdiction of more than five million residents that includes Houston. The opening attracted interest from executives, elected officials and other high-profile candidates nationwide.

However, a review of the hiring records by ABC13 found that Carter placed fourth among the finalists after the initial round of interviews.

Although she rose to second place following the next round, some residents say questions remain about why she ultimately received the offer instead of the top-ranked candidate, who has not been publicly identified.

Carter was listed as the preferred choice by only two county precinct commissioners, including Rodney Ellis, whose office employed her at the time.

Carter, who resides in a $700,000 home in Houston’s historic MacGregor neighborhood, is a familiar name in Harris County as the daughter of Jackson Lee, the veteran Democratic lawmaker who represented the area in Congress from 1995 until her death in 2024.

After Jackson Lee died, Carter briefly held her mother’s congressional seat for three months to complete the term before later joining County Commissioner Ellis’s office.

While some have raised questions over Carter being hired for the top job, others in the county cited her deep roots to the community that made her the best choice. 

When she was officially appointed, Precinct 3 Harris County Commissioner Tom Ramsey told her, ‘No one understands Harris County more than you do.’ 

When asked by ABC13 about how she came on top in the hiring process, despite not ranking first among the candidates, Carter’s team said scores from interviews were not all that went into the decision.

‘Multiple factors may be considered beyond numerical scoring,’ Carter’s office said. No further details on those ‘factors’ have been shared. 

The outlet said most commissioner’s office did not respond when questioned over what pushed Carter to the front of the pack, and why the first place candidate wasn’t offered the job. 

The commissioners have also not elaborated over whether Carter’s connection to Ellis, or her late congresswoman mother’s ties to the area, played a role. 

Only Precinct 4 Commissioner Leslie Briones issued a statement, citing Carter’s ‘strong leadership experience and readiness to immediately deliver for residents’ as the reason she got the job. 

The Daily Mail has contacted Carter for further comment.

This included changing the naming practices for tropical cyclones and hurricanes to include ‘all racial groups,’ saying that meteorological organizations should ‘try to be inclusive of African American names.’

She also called for Juneteenth to become a national holiday to commemorate the end of slavery – which led President Joe Biden to sign into law in June 2021.
