Army reopens 1992 missing family case after Jacksonville man arrested

The Army is reopening a decades-old case of a mother and her two children missing from a German army base after her husband was arrested in Florida.

JACKSONVILLE, Fla. — After more than two decades, the Department of Army Criminal Investigation has decided to reopen the case of a missing mother and her children, providing a substantial reward for any useful information. This comes 23 years after the original investigation was concluded. 

In 1992, Tina Grogan and her sons, Stephon, 4, and Dale Jr., 6, vanished without a trace. They had been residing on a military base in Würzburg, Germany, with Tina’s husband, then-US Army Specialist Dale Grogan Sr. Despite extensive searches, they were never located, and Dale Grogan Sr. was subsequently discharged from military service. By March 1994, he had relocated to Jacksonville. 

The initial inquiry was wrapped up in 2002 but was brought back into focus after Grogan’s arrest in January 2025 by the Nassau County Sheriff’s Office. He faced charges related to attempting to engage in sexual activities with a minor. At that time, Nassau County Sheriff Bill Leeper revealed that Grogan was “also under investigation for potential murder in a different county.”

The Army CID Cold Case Unit received new information in connection with Grogan’s arrest, which led to reopening the case, according to a press release.

Investigators searched for Tina and her sons in both Germany and the United States from 1992 to 2002. They searched previous addresses, family member addresses and schools the children had attended, according to Army investigators.

They reexamined the crime scene, financial records and evidence, but never found conclusive evidence to explain what happened, leading to the case closing. 

As the case reopens, Dale Grogan remains in the custody of NCSO. 

If anyone can provide any information leading to the arrest and conviction of the person responsible for the “disappearance or death” of the family, investigators are offering a reward of $15,000.
